Challenging Factors Facing Monitoring and Evaluation in the World Bank Education Projects Yemen

Abstract

This study aims to investigate the challenging factors facing Monitoring and Evaluation (M&E) in World Bank-funded education projects in Yemen. A closed-ended questionnaire consisting of 73 items was designed to collect data, ensuring its validity and reliability through appropriate procedures. A purposive sample of 80 individuals involved in project implementation and M&E processes was selected. The results indicated that respondents tend to agree with about half of the items as representing challenges facing M&E in education projects. The challenges related to "Technical capacity to implement M&E" were identified as the most significant, followed by challenges related to "Stakeholders' participation in project M&E". "M&E contribution to project’s success" ranked third, while "M&E system" and "Project management support and response to M&E results" were ranked fourth and fifth, respectively. Overall, the results suggested that all types of challenges were important except for those associated with "Reporting requirements by donors," which were considered moderately important.
