Abstract

In this brief paper that I prepared quickly, I will try in light of the possible positive changes brought about by the decision to appoint a new governor for the governorate of Aden, especially since the new governor announced that he wanted to reform the conditions of services in Aden, including electricity services, which had deteriorated in a very terrible way until it reached rock bottom, over the years. The war 2015 AD-2020 AD, and the suffering of the residents of Aden became unbearable, and it has not witnessed anything like it in the long history of the introduction of electricity to Aden, which was in 1926 AD, i.e. 94 years ago, and it was the first city that electricity entered at the level of all the cities of the island and the Gulf, and it became the worst city in the field of Electricity services between all cities of the region.
In this paper, we summarized the experience of more than forty-five years, close to this sector and its successive leaders, by virtue of the positions we assumed as an energy advisor in the Cabinet Secretariat, an assistant for economic affairs in the former Prime Minister’s Special Office in the South, a member of the Executive Council of Aden Governorate, and a member of the Governorate’s Advisory Council. Vice-Chairman of the Economic Vision Preparation Team for the State of Aden, and finally a member of the disabled Council of Elders of Aden Governorate. We have first tried to set a strategic vision to rectify the conditions of the electricity sector in Aden, and then make a plan of urgent and medium-term executive measures to overcome the current challenges and difficulties experienced by the Electricity Corporation, which is supposed to be implemented by the leadership of the General Electricity Corporation with unlimited support from the leadership of the local authority represented by the new governor. And the institutions of the presidency and the government, with the support of civil society organizations, led by businessmen and businessmen, as well as consumers of electricity. It should be noted that this comprehensive reform of this sector requires defining the realistic strategic vision in a clear, explicit and transparent manner, then providing the will and determination for implementation and providing effective, strong and wise management to prioritize implementation according to clear plans and programs that include implementation, monitoring and evaluation mechanisms. We have set this vision on the horizon of a federal state consisting of regions, which places the governorates of Aden, Lahj, Al-Dhalea, and Abyan in one region, under the name “Aden Region”, of course, while preserving the specificity of Aden as a special economic zone, enjoying economic and financial independence, as approved by the outcomes of the comprehensive national dialogue regarding it.
