Abstract

Higher education is deemed pivotal for societal advancement. Universities are instrumental in generating ideas and research that contribute to societal progress. Failure of universities to achieve this renders them ineffective. Universities should be centers of free thought, democratic formation, and social development, rather than mere repositories of knowledge. However, the higher education system appears to lag behind the aspirations of the new civilizational project, necessitating comprehensive modernization to address contemporary scientific, technological, and civilizational changes. Either its structure undergoes radical change to meet these challenges, or it remains backward and unable to fulfill genuine developmental objectives. The new civilization relies heavily on science and scientific research as fundamental components, evolving only through universities' commitment to their vital role in knowledge and societal development.
