Abstract

It is very difficult to formulate an identical general opinion or a unified and similar point of view - at the very least - in human thought and to define a specific position on a specific issue, one of the main issues that occupy a large part of the concerns of society and the state, affect the daily life of the individual and relate to the future of successive generations.
Therefore, the written media had to reflect these ideas through various approaches in many matters in order to satisfy them with different points of view, including the issue of private higher education, which occupies a special importance as it is directly related to the making of man. eligibility, and perhaps its justifications in the end on the issue of private higher education are what give preference to the judgment on the success or failure of the experiment .. Nevertheless, the search is still continuing to search for points of agreement in a way that serves the process of advancing the role of private universities in which stakeholders from different groups and segments of society meet in a way that contributes To come up with a scientific vision that will benefit the community in building a strong-willed, lofty and ambitious generation to formulate the features of the new tomorrow on scientific and objective bases.
And as long as the experience of private higher education in our country is the result of a new era, it represents the preoccupation of those in charge of the field of education in general, based on the fact that education is a right for all, guaranteed by the state by the force of the constitution and the law. The long term is not clear, which means that it needs to be fixed in the infrastructure to face the winds of change and challenge it solidly so that the movement of development and development can keep pace with great transparency with the data of the scientific construction of man, and then the emerging private university becomes more capable of adapting to the requirements of the market and meeting the needs of society in terms of Skilled labor, and more able to proceed in the path of construction, modernization and development.
Despite the short period of time centered between the years (1993-2000 AD) of the life of private universities in Yemen, their good plant is still in the process of growing, and their clinging to hope in life to orient the future has taken a deep dimension and a vivid indication of working towards forming a national strategy for private higher education that embodies The concept of social participation in building the human being, the change maker and the axis of sustainable development.
And since education is both the goal and goal of development, the Arab governments in particular, and for past eras under the totalitarian regime, were able to hold the educational and cultural initiative, and grasp the strings of the political game to proceed in the train of competition on opposite sides between the integrity of principle and conscience, and the despicable whim of the self to achieve a degree of confidence And justice and equality by providing education as a basic free commodity from the totality of other social services in line with the goal of victory and liberation from hegemony, colonialism and tyranny and providing education requirements and capabilities at exorbitant costs without regard to the consequent obligations that people pay dearly for sooner or later with the sweat of their brows for the transition from liberation revolutions and military construction To the scientific revolution supported by hope and aspiration towards progress and well-being, to give this character a broader and more comprehensive role, and then the radical thought develops to open a greater scope for absorbing creative capabilities and energies to ensure engagement in the line of work according to the goals and determinants of the frameworks of that system.
Then the idea of investing and involving civil and private capital in education emerged after a long period of time characterized by ideological conflict between supporters of free education, and a few who think deeply about involving society and bearing part of the expenses and burdens in various ways and methods. Development is more and more due to the successive scientific and media influences of the new world order, and the concept of transitioning education from service to investment is gradually entrenched, and the lights of globalization shine through in the rush of attention to harsh living conditions, most of those old slogans on the table of a cold war.
