National (private) higher education in Yemen is a new phenomenon which dates back to 1992, that is, three years after Yemen unification. The unification government then started expanding market activities when it has adopted a capital economy. This has encouraged some powers and capitalist to demand that the private sector should play a vital role in establishing, financing, and running higher education institutions. This in turn has given the rise to the need for establishing private university .
When the government started adopting a market economy and due to changes at the international level and the impact of these changes on world economy, private universities started spreading fast in the whole of Yemen, so that government universities are out numbered by private ones. Within four years (1993-1996) eight private universities and two private university faculties were established, the total number in 2008 being 28 different universities and university faculties.
Because the state's administrative reform programmed is new, it followed then that the Yemeni society's two sectors, public and private, are not in a position to ensure the required number of people who are nightly qualified to efficiently run various institutions, and higher education institution is no exception to this.
It is true that university administrators have always been keen on raising the standard of performance of their institutions to enable these to have a high position among international universities, world reports, however, emphasizes the fact that Yemeni universities still meet with obstacles and difficulties and have not yet achieved what is required of them. Hence, lies the importance of identifying the obstacles that face Yemeni universities, both governmental and private, which prevent them from achieving their goods.
